A lot is set to change at Magic Kingdom in the coming years!
There will be a new Villains area in the park, a Pirates of the Caribbean lounge, a nighttime parade launching in 2025, and two new Cars rides replacing Tom Sawyer Island and Rivers of America. Recently, Disney submitted a permit for the early construction phases of these rides. In September, the South Florida Water Management District requested more info regarding the permit, and we now have an update on its status!
In August, Disney filed the first permit for the Tom Sawyer Island and Rivers of America area for “Construction of a stormwater management master treatment facility to provide stormwater quality treatment for improvements within Canal L407/L407A and L405 Basins within the Central Florida Tourism Oversight District.” This suggests they will need to build a facility to manage stormwater drained from the area designated for the new attractions.
Permit number 48-00714-Pv
In September, the South Florida Water Management District asked for further details on the permit. A letter sent on December 3rd gave Disney 10 days to comply or risk denial. The Central Florida Tourism District requested a 60-day extension for this response. This extension was granted, leading to a new update.

Disney has since provided the requested information, including answers to all questions and two new maps to support the permit.

Currently, the South Florida Water Management District has 30 days to review the new data and may request more information or make a decision. Construction will likely commence only after the permit is approved, leading to the debut of two new attractions, including a thrilling ride through the mountains…
This will be located in Frontierland, themed after Pixar’s “Cars,” featuring an off-road race.
…along with a family-friendly race.
This area at Magic Kingdom, also themed to Pixar’s “Cars,” will include the family-friendly ride.
We’ll be keeping an eye on further updates on this permit and others for all the exciting developments ahead at Disney World!
